
Overview
On September 10, 2023, Storm Daniel struck eastern Libya, causing two dams above the city of Derna to fail catastrophically. The resulting flood sent massive walls of water through the city center, washing entire neighborhoods into the Mediterranean Sea. Over 11,000 people were killed and 10,000 more went missing, making it one of the deadliest flood events in modern history. A quarter of the city was completely destroyed. The disaster was compounded by Libya's divided political situation, which complicated international relief coordination. GEM's MENA team loaded a military ship in Izmir, Turkey with vital supplies for those affected, while other organizations worked to provide search and rescue, medical care, and emergency shelter.
